New posts and comments should always propagate if at least one user is subscribed to the community. Otherwise not.
For old content:
- A few newest posts are fetched when a community is viewed for the first time (by a logged in user).
- Old posts and comments will be fetched if a logged in user manually requests them by searching.
The condition is only that one of your users has subscribed to said remote community.
A post will federate to every instance that has at least 1 subscriber of that community. If you want to get your communities federating to other instances and get them more popular, use this tool
