I find it somewhat unclear how this works. Is it the JavaScript that loads comments on the posts, on the static site itself?

Web Components to be exact, which reads contextual data from Hatsu's Compatible API. You might also want to take a look: https://github.com/oom-components/mastodon-comments

Super cool project, thanks for sharing! I think I will try to integrate it with my static sites.
