EDIT: The FBI has since corrected themselves and are now treating it as an act of terror.

The FBI is investigating the NO attack as an act of terrorism. This is how misinformation spreads.

At the time the N.O. Mayor's office was arguing that it was not a terrorist attack. The FBI is now looking into it as a terror attack. Things change. It happens.

EDIT: Sorry, busy morning and got it turned around. Mayor's office said it wasn't terrorism, FBI said it wasn't but has since changed their tune.

The FBI special agent in charge said on a live broadcast a couple of hours ago that it was not terrorism. Maybe she misspoke. Maybe they realized the PR nightmare of that choice. But it is certainly not misinformation

The fact that PR might play into whether a specific attack is terrorism or not undermines the whole concept.

Not really. They might have been hesitant to label it as terrorism to prevent a panic. It's not uncommon for law enforcement to withold details of an ongoing investigation for such reasons, or to not tip off co-conspirators that they're on to them.
