What China can do is help developing nations build out infrastructure and transfer technology to these nations to help them bootstrap their domestic industries. And this is precisely what China has been doing with great success.
building infrastructure and dams , bridges will not change the mindset of peoples in Pakistan , Africa and Asia , they have to get out of their own feudal mindset , tribalism and religious extremism , class struggle matters and those infrastructure cannot be maintained by China forever . Those countries have to develop their own productivity and have to industrialize themselves by offering minerals and resources not for free but for higher prices and good technology transfer. Just like how China developed its tech by selling cheap labor force initially .
