To paraphrase, the Russians were dangerously close to being in, Germany was threateningly up, and the US needed to reestablish the post-war Atlanticist pecking order to make their position on top clear.

The US has already decided it’s going to leech prosperity from its semi-colonies to build itself up. Europeans are going to realize that if you rely on the Empire to prop you up, they can tear you down just as easily.
