I consider this canon as Timothy Dalton did play a Time Lord at the end of the David Tennant era.

Unconfirmed AFAIK but a lot of fans identify Dalton's part as Rassilon himself. That puts this hypothetical Bachelor in the top tier of Time Nobility.
