Not everyone is physically able to and some people aren't comfortable doing so while keeping a job.

Some people can't afford to leave their jobs for extended amounts of time. The sort of people who can't afford formula, for example.

It is, but at a percentage of income (2/3?). The loss of income is usually manageable. If your income is low enough that you're already on the edge, that loss could push you over.

I suppose you could say the same thing if your income and expenses are both quite high, as there is a maximum payout.

Its even less in Russia - only 40% of of persons average income, they pay it for 18 month
